Selfishness is an economic corporatism based on tripartite contracts between employers` organizations, trade unions and the government of a country.  Everyone must act as a social partner to establish economic policies through cooperation, consultation, negotiation and compromise.  The trio is a common form and favoured by neo-popratism.  Although the agreement called for the repatriation of the Biharis to Bangladesh, the Pakistani government withdrew its promise to relocate the Community to Pakistan.  This led to the stateless Pakistani community stranded in Bangladesh. The “common technical commissions” demanded by the pact were established by an agreement of 20 December 1940. They should be composed of a general commission in each capital, composed of the host`s foreign minister and ambassadors from the two partner partners. There should be military and economic commissions under the General Commission. On 15 December 1941, the first meeting of the three committees was held in a capital, Berlin, called the Tripartite Pact Conference.
It was decided to form a “Permanent Council of Tripartite Powers” but for two months nothing happened. Only the Italians, whom the Japanese were suspicious of, insisted on greater cooperation.  Economic relations between the tripartite powers were difficult. Japan would not make economic concessions to Germany in 1941, fearing that they would ruin its negotiations with the United States. Negotiations on economic cooperation began in January 1942, but an agreement was not signed until 20 January 1943 in Berlin. Italy was invited to sign a similar agreement simultaneously in Rome for propaganda purposes, but none of Berlin`s complementary protocols applied to Italian-Japanese relations.  In the affidavit of Marshal Ion Antonescu, read in the IG Colour Trial (1947-1948), he stated that the agreement to enter the pact had been concluded prior to his visit to Berlin on 22 November 1940.  The tripartite agreement was informal and provisional.
 Subcribative nations have agreed to refrain from competitive devaluation in order to maintain monetary values at their current level, provided that this attempt does not seriously affect domestic prosperity. France devalued its currency as part of the agreement. Belgium, Switzerland and the Netherlands also joined the agreement. The subscriber nations have agreed to sell each other gold in the seller`s currency at a price agreed in advance.   The agreement stabilized exchange rates and ended the currency war from 1931 to 1936, but did not help support the resumption of world trade. Among the PoWs, 195 Pakistani military officers detained in India have been identified as the main war crimes suspects. Pakistan insisted that they be released as one of its main demands. She urged several Muslim countries to refuse recognition of Bangladesh until the release of the 195 officers.  India preferred their repatriation to Pakistan.
In the text of the agreement, Bangladesh`s Foreign Minister Kamal Hossain said: “According to Gerald M. Steinberg, the agreement did not prevent Arab states from obtaining weapons through their alliance relations with suppliers, but Israel was excluded….
